Canada-Ukraine FTA and Canadian
FTA Implementation

The July 12, 2017 issue of the Canada Gazette, Part II, is full of important trade-related regulations and orders.  In Canada, regulatory rules are published in the Canada Gazette.  Regulations are prepared by government departments and promulgated by the Governor in Council (Cabinet).  Regulations do not need to be voted on by the House of Commons and the Senate.

Some of the key regulations and orders are:

• SI/2017-37 – “Order Fixing August 1, 2017 as the Day on which the Act Comes into Effect” (the Act being the Canada-Ukraine Free Trade Agreement Implementation Act);
• SOR/2017-140 – “CUFTA Rules of Origin for Casual Goods Regulations” (Implements customs provisions of the Canada-Ukraine Free Trade Agreement);
• SOR/2017-141 “CUFTA Rules of Origin Regulations” (Implements customs provisions of the Canada-Ukraine Free Trade Agreement);
• SOR/2017-142 “CUFTA Tariff Preference Regulations” (Implements customs provisions of the Canada-Ukraine Free Trade Agreement);
• SOR/2017-143 “Regulations Amending the Canadian International Trade Tribunal Regulations and the Canadian International Trade Tribunal Procurement Inquiry Regulations” (primarily adds the Canadian Free Trade Agreement procurement inquiries) (NOTE: CETA is added to the list of designated contracts); and
• SOR/2017-144 “Regulations Amending the Canadian International Trade Tribunal Procurement Inquiry Regulations" (primarily adds the Canada-Ukraine Free Trade Agreement procurement inquiries) (NOTE: CETA is added to the list of designated contracts).
